Can base game players and Sunbreak players still play multiplayer together?

Monster Hunter Rise and Monster Hunter Rise: Sunbreak players can still play quests and do hunts from the base game together.

However, base game players will NOT have access to Monster Hunter Rise: Sunbreak content.
